The most infuriating part of this tale isn’t mentioned - that all of her dealings with the customer service departments of the various entities went to the same call center in India, where it was answered by some drone whose responses were confined to the script and had no way to refer the matter up the ladder.
Face it: Companies have active programs to avoid customers. They don’t mind because you don’t matter. Service is bad because they want it to be bad.

I've despised Ticketmaster since I started going to concerts in the 70s.

I bought a ticket for a concert, but I also bought “ticket insurance”, so as to be fully reimbursed. Sure enough, there was a postponement of the event. I asked for a refund, they refused, giving me malarkey about “rescheduling my ticket”, despite the fact they wouldn’t be in my area again for years (I went to that band’s website and learned this).
I called back and got a different representative and said “I have to work, and cannot attend the concert. I need to be reimbursed.” I was able to use the claim to get my full refund (minus the insurance cost, but it was worth it). The right hand didn’t know what the left hand was doing, and they goofed up because the person issuing my refund didn’t realize that the event was postponed (this wasn’t Ticketmaster, it was someone else).

The cue-card readers at Ticketmaster who answer the "customer service" phones are told "no exceptions." So they're not exactly lying when they say "no exceptions."
I work for a company that organizes conventions and trade-shows, and -- in general -- the policy from all payment processors is exactly that: refunds *must* go back to the original account. But there are *SO MANY* examples of people paying for something via a payment method that is then later closed -- maybe it was a credit card that was later stolen, or a bank account where their checks were stolen and they had to close the account because of fraud. We can *always* find a way around that. The payment processors do not *like* it, but we have never yet not found a way around the issue. Usually it involves some sort of ID verification, and then we mail them a check. The payment processor then refunds the money to *OUR* account -- the account from which the check is drawn.
The problem here is the lack of training for the cue-card readers, and for their immediate supervisors who are not trained to handle special cases. It takes a couple of levels of escalation before you can actually get someone who is willing (or able) to make the attempt to help you.

Two things. I was actually standing just a few feet from Alan Parsons when he won his first Grammy. It happened during the muster drill aboard the 2019 On The Blue rock 'n' roll charter cruise, and we hadn't even left the port of Miami. His wife was live-streaming the ceremony on her phone when the announcement was made. Our entire muster station cheered for him.
Our 2020 cruise was of course canceled. But it had been nearly a year since we paid, and apparently too much time had passed for the charter company to refund our credit cards. So they requested our bank information and transferred our refunds into our bank accounts. This meant we did not forfeit the frequent flyer miles we had earned when we paid for the cruise.

Closing a bank account doesn't always mean that's it, "it's closed, there's nothing we can do about that." I had money fraudulently taken from my bank account without my authorization, over my repeated objections. I explained this to the bank manager when I closed that account, and I was assured that nothing further could possibly come out and I had never used paper checks with that account. Next week the bank was calling me about an overdraft and fees caused by the same crook. I kept referring them to that bank manager, told them to call authorities about bank fraud and leave me alone. It took almost a month to straighten out the mess. Maybe money won't go back into a closed bank account, but crooks can still take money out of one, especially if there are overdraft fees the bank can try to charge you for involved. Funny how that works.

It was announced that the ticket stubs would be honored for their next show. I knew I wouldn’t be able to attend so I tried to get a refund, but that wasn;t allowed so I just gave my ticket to my brother-in-law and returned to Michigan. I can’t remember if it was Rush or Kiss that didn’t show but I do recall going there on the back of my brother-in-laws motorcycle, I think it was a dirt bike, but when we arrived, he went up a ramp (I assumed he was looking for a place to park) next thing I know, we’re slowly riding around on the stage, and the crowd went wild. About that time a couple stage hands nearly pulled me off the bike and my BIL started doing wheelies to escape. Scared the crap out of me. We eventually found a place to park and went inside. That was a long time ago and totally out of my control. My BIL turned out to be a wheelie nut from California.

Writing a check is a way to sidestep the processor in order to do the refund. Not everyone at Ticketmaster customer service is going to have the authority to access the checkbook. @@GamesFromSpace credit card processing agreements require refunds in a specific way, in part due to fraud issues (like but something with a stolen card, then return for cash, then there is a fraud claim on the charge from the cardholder and not the fraudster has cash and the store is out the cash), the refund isn't a separate transaction instead it's attached to the original transaction, so you can't for instance get a refund and then issue a charge back to get the money a second time. I don't recall off hand the terms for situations like these, I do recall that generally if you get a new card for instance refunds for transactions can still happen under the old card as it tied more to the transaction than the old card. I'm not sure how they handle totally closed accounts or other issues where that special refund process fails.

I can't tell you how it works in Canada, but in the United States if you close a bank account and money is refunded to that account that bank will notify you that it has money that has been placed in that account on your behalf. You then make arrangements to have that money sent to you. I had the same problem with a product I returned to Lowe's in the United States and it was purchased on a bank card that I no longer had and I no longer have any accounts at that bank. I argued with Lowe's over it but there was nothing they could do. I even called the bank and they said it would not be deposited towards the account because the account was closed. Two or three weeks later I was contacted by that bank by mail telling me that the full value of that refund was being held against that account even though it was closed. I contacted the bank and made arrangements for a check before it to me.

Your closed card will not permit money to leave the account (obviously it’s closed) but it ALWAYS permits money into it. If there are no other accounts with the bank, the card sits holding a balance. While the bank usually catches the extra money and cuts the customer a check. No such thing as “it can’t be refunded”.

I'm in a wheelchair and how badly I got disrespected and horribly I got treated was completely illegal and dangerous at times. At one point I was on a bus that was broken down with a bad electrical system they couldn't get me off the bus because the electrical was down and therefore no wheelchair lift along with no air conditioning. I was getting hot to the point I was afraid of passing out. I could not get them to do as much as open one of the emergency exit Windows to put in some circulation. I wound up having to take off as much clothing as I legally could to prevent from passing out. That is only one of the horrible things that happened to me with them on this trip.

When bands say "outside their control" it can mean that due to certain legalities with the venue/city/state, they cannot present their show the way they intended. Back in my younger days, AC/DC was touring in support of "For Those About To Rock, We Salute You", the finale often featured a cannon going off. In Hartford, the Civic (now XL) Center did not allow the firing of weapons like cannons indoors. So the finale was performed sans the firing of cannons.
On a related note, Connecticut does not allow outdoor circus shows, no matter what the size, w/o going through a very lengthy, very stringent and very expensive permit process, all of which was direct due to the Hartford Circus Fire of 1944.

There is a couple additional considerations...1. It's probably more than 1 person out of the 30,000. Probably between 200 and 500. 2. Vendors have to pay fees to make the sale that used a card.
That means if they did a cash refund they would still be out the 3% (or whatever current rate is)
I would suggest a policy where (first to verify its not fraud) in a situation like this the do the refund after 7 days (as a measure to ensure no one else is claiming the same tickets) and if the refund is in cash (a check) the cash refund would be the payment amount less the processing fee.
Now I know I'll get slack because ticket master can afford the $24 more than the lady, but I would argue it's not ticketmasters fault for the lady closing her account.
