I’m trying to make an ultimate input be Down, a and a special input be Down, Forward, a but when I do the special input it does the ultimate. How can I fix this?

I know its late but oing down triggers Down, Forward, a even if you don't realize it, so assign different keys. There is "down, a" in "down, Forward, a." you can make instead like this:
[Command]
name = "Special Input name"
command = ~D, DF,F, a
time = 15
[Command]
name = "Ultimate Input Name"
command = ~D, DB B, a
time = 15
just copy paste and change names If you have any other questions, reply comment

Very strange and complex. i don't know that either bro but I know:
- F = Forward
-B = Back
-D = Down

you mean charge move here is an example
[Command]
name = "guile flash kick"
command = ~30$D, U, x
buffer.time = 6
D > Down U > Up
30 means charge time as miliseconds you don't need to change buffer.time shows reacting your input as miliseconds
