Prisons are kept in order by prisioners physically seeing guards patrolling, in the panopticon there is only one guard but they are in a central tower with one way windows and all the cells are built around it. Even if the guard is not on duty that is not known by the prisoners so they always have to act like an eye is on them. What this is alluding to is the switch from rulers protecting their assets using the intimidation of high castle walls and knights to the people who control our modern society being faceless and nameless but that intimidation still being present due to an extensive network of surveillance
