Can I till the yard with the bark in it to get it prepped for a project like this or do I have to rake and remove all the old bark and weeds first?

As long as the bark is natural and doesn’t have any dyes or anything it should be ok

I use a leaf blower here and it works well, but you could definitely use a stabilizer to make it more solid if that’s what you’d like for your space
