Normally it lets you post them and I think that just means they're not eligible for monetizaion. None of my videos are eligible and have a copyright notice. However, sometimes it also gets blocked worldwide. If you remember from our other conversation, someone reckoned that the Beatles songs would be heavily policed by TH-cam. I'm not entirely sure though.
