It depends on where specifically you live, but in a lot of suburban or semi-rural neighborhoods you can ride mini bikes around and not be bothered by the cops as long as you’re obeying the traffic laws and got a helmet on. I ride mine around in my suburban neighborhood in MN and pass cops all the time and they don’t bother me.
