W Salam, There are two ways to apply for scholarships in Russia. First is to directly apply on the universities official website and Second is through the Open doors scholarship through which you can simultaneously apply for admissions in multiple universities of Russia. I applied directly through the HSE website and secured the scholarship Alhamdolilah and you too can if you follow the correct guidelines which I mentioned in my videos.
