Dear Doctor, this clothing thing in European cultures is something normal, unlike English speaking countries, which are more conservatives regarding women's clothing and nudity in the medical professional setting. Thus, technically, this behavior is not considered like a sexual harassment or an inappropriate act in Europe , of course the russians are more extreme but this is a part of their culture ,if the society decides it's inappropriate so let it be , otherwise, everyone has his own explanations according to their cultural and societal standards.

I was interested in the same question. Basically chiropractic methods are far more regulated in our country so few and far between. There's a guy who did a run through of 1 star rated chiro and more in London. Search worst rated chiro and he should appear in the search results
Honestly I think a lot of these professionals recording their work for youtube, not just chiropractors, get caught up in feeding the algorithm. They notice that certain videos explode, then they even might start setting up staged videos, no actual treatment or proper work. It's a weird form of entertainment. And I place a lot of responsibility on the algorithm, of course people are responsible for their own actions, but I suspect that a lot of these professionals on TH-cam who make this kind of wild content would probably have not found themselves in this place if it wasn't for the feedback loops the algorithm causes.
