I think it's that it's just way unusually good and high production for San Marino, this is the kind of track that I would have expected from maybe Cyprus, Azerbaijan or Israel and if one of those three produced it people would be like "yeah it's good top 10" but this one is like, it's good *and* it exceeds expectations. I don't even think people are into it because of Flo Rida exactly, it's more the surrealism of San Marino of all countries getting Flo Rida to feature that adds to it. It's one of those countries that usually just sends meme songs and suddenly you're like hey this is a banger.
In 1971 Monaco won the ESC, but the tiny country felt unable to provide a venue the following year. So Edinburgh stepped in. Will San Marino be capable of hosting the ESC in case they should win? This is not just a rhetorical question. The song is damn good and if the performance keeps up with the video anything could happen. And with Flo Rida as support, an audience will be mobilized, that isn't part of the typical ESC target-group

They don't have to host. They're given first right of refusal. Most believe that's a rule since nobody's refused in a long time (1980 was the last time that a winning country declined to host the next event), but none of these countries that win actually have to host the next contest if they don't want to.
