From what i remember, each captain had 5 spots in hq. Teddy gave most of his to marty and not anyone else, and he said that himself infornt of everyone. So, what's the issue now. Plus, kicking out pushers for roof runners is kinda crazy.
You should only be allowed to say the moonshine farmers shouldnt be paid after youve had to plant and harvest the 100+ carrots (and pumpkins & wheat) that one batch of mashes requires. And there is not a whole lot of fun rp available while you do it when youre alone in the WH
I understand Marty's thought process but the only way any sub crew is going to grow and do more is by giving them the chance. If they mess it up they mess it up but maybe they don't and they get better at making money... you'll never know if you hold them down.
I get martys point because they are the weed pushers but now with the updates roof running and other things know need to be in consideration. What they need to do is get ppl that are willing to roof run AND sell weed from whatever crew wants to do it That being said Marty has a point that their crew does the weed pushing the most (as a crew overall), and that will hit hurdles with other crews ppl not willing to selling
Vito asked for ONE slot and said they would be pushing and roof running. The way Martin retells that conversation is that EVERYONE from 404 is about to get removed and that vito only said roof running and the world is overrrr....Martin is trippin lol

Think about it this way, why are 404 giving 35% to cypress at all if they get them out of the hideout app? Every otehr crew gets some kind of benefit, not 404 though ..
