On top of that, he has experience of fighting other monsters, and his AB has a faster charge, longer lasting, and is CAPABLE OF CUTTING THROUGH THE EARTH. Minus One doesnt have enough movies under his belt to even warrant a conversation, even if he was the same size. And no, there is no "well if he is the same size as Legendary then maybe he..." NO! Until more movies with Minus One are made to show how he changes when regenerates, Legendary is taking the fight, equal size or not, low to mid diff.

Honestly, the only saving grace for Minus one is his regeneration. Minus's atomic breath is only going to push Legendary a bit, and the only way legendary can kill Minus is his thermo nuclear form since it killed Ghidorah who has regeneration. So they can't really kill each other but Minus is really going to be more of a nuisance to Legendary. Edit: at least from my knowledge of Minus one.
