I believe the intention is that your character comes to a complete stop before the end of there turn or before attacking, casting a spell, ect. Pretty much making it so that movie speed shouldn't do those things because your coming to a complete stop when your turn ends
I did not expect wizard and monk to gel so well together but they oddly do. Like as long as you use your wizard spells for buffs cause your wizard spellsave isn't too high.
The biggest issue is probably the hit dice, right? The d8s from Monk are already small for a melee and wizard's d6s is practically nothing. If you aren't used this hasted hit and run strategy, it could be hard to find a good balance of what to do. This hit and run build seems like a really cool gimmick, though!!

She was a bit of a rebel, so her parents tried to send her to a fancy finishing school, but mixed up the address and accidentally sent her to the Monk equivalent of a college fraternity, where they taught her how to Monk.

I’m sure a Tangle the lemur build could achieve similar performance (Sir Tulok please?) but I think we need something with 205 horse power and jet propulsion. Sorahiko Torino is a man who after stopping the theft of his car…(turn some pages)… (ahem) is the mentor figure for the grand All-Might Toshinor and now for Midoriya, keeping a low profile in the image of your loving grandpa but who is a smart and strict guide for the heroes, not shy to being rude in his methods but still capable to praise the victory of the heroes he have under his feet (don’t worry, he will not forget who you are mid beatdown).
Have you ever considered doing something like this series in another Ttrpg? I think people would enjoy this in Hero System as well. At the very least I would lol.

Well first, you only don't know it's there if you don't see it, and Torino has quite a decent perception score. Second, even if he does fail to notice it before stepping in, only the ground is hazardous; there's nothing stopping him from leaping over the rest of it once he takes that first 2d4. The loss of 5ft of speed into that first square is negligible.

The thing about Monks is that they rely too much on External Help to actually hold up to other Martials. I LOVE MONKS. I really do, the flavor and most of their subclasses are so flexible that they are great. But if you tell me that I have to play a Monk without actually taking the Unarmed Fighting (Fighting Initiate) or a Level in Fighter, I may actually not play as a Monk. Their Damage Die takes too long to get High, Ki Points are very easy to burn in most subclasses (Mercy and Ascendant Dragon are actually very good at saving your Ki Points) and their Dependency on Dex and Wis makes the synergy of their mechanics a bit off. You need a good weapon, a good multiclass, or a good magic item to make them Excel. Which, in other classes, you have just enough with the Actual Class, with no support. Again, I love Monks, they are my favorite class to Multiclass because they are so versatile.
How about Demoman from TF2? Maybe just the bombs, or just the charging that somehow let’s you fly, with a big two handed sword and a shield, or a one handed sword, both is preferable though.
Make it a simic hybrid and dragon monk now you have a swimming and flying speed I built a character like this character before and combined with some dm shenanigans I got them to over 1000 ft of movement with a types. There was no point accept for flavor reasons

I have a Kensei/Blade singer NPC in my Game, fast and deadly. With all the stacking buffs and shield his AC is 30 at level 14.

So doing a little math, this build lets you get to 680 feet per turn, that is 77mph. You are sprinting at freeway speeds.
