It is partially due to the fact that there are generations of voters who vote Democrat because generations of their family were hard line Democrats. When Korean workers were imported for building projects from time to time, the stray dogs in the areas the Koreans were living in temporary accommodation, vanished in a few weeks. The government didn't do anything because it helped contain the spread of rabies.
