Ivory Coast is not in any form or shape under-rated in French speaking African countries. Maybe in Nigeria. The fake giant of Africa. I could say, Ivory coast is even overrated in French speaking countries. Still it deserves its high status in French speaking Africa. Lots of successful Camerounians there. Just as sooooo many successful Malians, Senegalese, Guineans (Conakry), Nigeriens (Niger), Burkinabe (Burkina Faso) etc... Ivory Coast is kind of a melting pot actually. And their present president is doing an astonishing job like very few African leaders have done or are doing right now. Kudos to him.
