I'm not sure if it's your camera placement, but your angle on on the rod is way too steep, keeping it about fifty degrees to your work with the air blowing under the arc and between the rod and your workpiece will give you better results.

i just have a lil stick welder, can i arc gouge with it, max is 250a. How would i go about doing that. thx
You might be able to use a 1/4 inch rod or 5mm if you're metric, that's about it.
