I'm under the impression that the no-citadel-curse has something to do with desync. I get consistent citadels if I my shells in the last third of the enemy ship, while, equally consistently, I get only pens when I aim below that smokestacks or so. Sure, ship dependent etc, but at least it feels like that.
Was watching the WoWs stream yesterday and got Crysantos to take Pommern into ranked with full secondary build. He averaged 12.9% hit rate on Cruisers, not DDs which are much harder to hit, with 1/6 of those hits at 6km at the end. But yes roughly 10% secondary accuracy at anything other than point blank is fine for all the captain skills you have to invest.

I really love playing this game. I binge play wows 3-4 days a month 6-8 hours per those days so that might be why I don't get sick of it and yes I'm a low to mid tier player... more fun for me....

About your thought process about the word "inhumane": I get the angle you are coming from, but you missed the direction of force this word implies. It is focused on the treated person, not on the abuser/treater. So while we would call the abuser being inhumane for chopping of limbs instead of shooting one straight, we actually call the action he took as inhumane in regards towards the pain etc the treated person has to endure. So actually the word is quite realistic and accurate, it is more the understanding and maybe sometimes usage which is confused.
