For the Uk skilled worker Visa it is stated on the government website that you can apply only a maximum of 3 months prior to your start date. I have a COS and all documents to apply now, but my start date is in July. Do I need to wait to apply or is it possible to already apply now? I don’t fully understand why they would say that you need to wait to apply for the visa. If anyone knows it would be great if you can let me know!
The challenge is that after you get your COS you have 3 months to enter the country after that or it expires and so they suggest you don't apply for your cos earlier than 3 months before your start date.

How we will know in advance that which University fall under the list Eccits. If I apply and university isn't in the list fees can refunded.

It depends on the role you apply for. This is specifically to avoid having to give ielts if oyu graduated in English.
