Honestly this is my opinion I believe that there are 2 engine 25’s and the one the kids saw was a replica but it’s not the same as engine 25 which resembles a n&w k class 4-8-2 as the Great Northern mountains had front mounted air compressors, elesco feed water heaters and Vanderbilt tenders, which is my assumption that the engine 25 #2 is a replica of this former n&w k class, and that the orginal engineer still drives the orginal train along the tracks of the steel mill route This is my theory Railfans if ya got your own lore put it here below mine

Very well made man. Though I was an infant when Hey Arnold! was at its peak, I was fortunate the then unknown last few episodes of it in 2004 and I was 7 years old then. There's some kind of speciality with the series no matter how less I watched it back then that years later when I'm a young adult, I think more of and about only this series than any Tom n Jerrys or Scooby Dooby Doo I often saw
