New Truck driver won't pull over.

I believe this can be a cause of why a driver may take unsafe risks to pass a trucker.
I think the truck in the lead has a new driver. We've all been there and had to learn sometime. Including me.
But he should have pulled over. Now I did speed the video up, as we were going really slow (see Dashcam speed) . But there was a line of 20+ cars behind us.
1. It's super annoying for all drivers behind this new trucker.
2. This is why a driver may take an unsafe risk and start passing.
3. If you don't know, trucks with 5 people behind them must pull over by law. I think we passed a sign indicating this.
This is east on sr14 outside of washougal heading to Cape Horn in washington state.
