It doesn't make sense for the cop to shoot the suspect (Stephen Chow) with so many people around in the airport. Also, the suspect (Stephen Chow) is running away and the primary goal is the catch a suspect, not to shoot unless the suspect is showing physical threat. It's another classic example of TVB not making sense on their drama all these years.
