Not all account have these options. You can create a new one or delete the other one if you're not actively using it, after you delete it, try to create another ads account and you might have it.

Every account comes with a default ad account but I don't advise you to use that because it easily gets blocked and once that happens, you'll find it difficult to create a new one. (2) You don't need to create a PayU account, PayU is a payment processor.

If you don't have the Pay U option on your ads account, the only way you can add it is to create a new ads account. This will be possible if your business manager account is not new or you're not owing Facebook.
