Elijah Moore has had 6,12,9, and 8 attempts (35 in four games with 23 catches for 220 yards-- with Winston he is doing solid ... decent Flex in larger leagues even against Steelers). All 3 Cleveland WR are solid due to the high volume passing deployed by the Browns with Winston!! Tough thing about the Browns is their upcoming schedule though. :( And say what you will about Keenan Allen but he has had 56 attempts in 8 games -- 7 attempts per game is Flex material. He does offer TD potential if they do get in the redzone -- I am not ready to give up on such an experienced WR that may see more touches as the "new look" Bears concentrate on moving the chains. We could very well see Caleb flourish more -- he is a rookie in development that will continue to become more familiar with his new WR's
I know you state that Kupp and Nacua are must starts, but Philly has been shutting down some big receivers. Definitely strong, but I'd argue not a must.

Puka and Kupp are some of the most high upside players on the list. Easy must start when the ceiling is so high
