So sorry for the delayed reply! This version is out of Pete Cooper's Irish Fiddle book. But it is so popular, I bet by now it has been transcribed and available on TheSession.org. You might have to download a few versions to get the right one, but it's free. Good luck!

Title may suggest the era when the tune came out: Tom Paine brought out the well known book " The Rights of Man" in 1791.

Given the date when Paine's book was written, I think there is a high likelihood that the tune was named FOR that book. I would love to learn more.
