It works as intended, since 14+ years ago. He has a separate spell table with all the other stealable spells in the game, and copies the prerequisites for spells that are based on another spell. For example: he can steal Luna's ultimate, without stealing Lucent Beam. The beams are bases on Luna's Lucent Beam level, WHEN he stole the ultimate. No bug here.

No bug here.
Basically, if you steal a spell that relies on another spell, you steal the other spell also, it just doesn't show up for you to cast it.
