Not possible,it will go straight to jpc then dustbin,citizens won't agree small eg so many different cultures,festival,state holidays even a date to find is difficult one will agree another will disagree,one have a religious festivals holiday one doesn't have would agree,this will hamper the voting system the right to vote also.
