Good question - a line of constant latitude simply allows us to reference an entire circumferential portion of the earth using one angle value. Another way to think about it would be that a line of constant latitude cuts through/intersects multiple countries. For example, some countries that intersect with the arctic circle are: Denmark, Norway, Sweden, Finland, Russia etc, which means they're all at the same latitude.
