440 is still a really good empress build and has good avg dps but 242 Svoke build has much higher ceiling due to a lot more card draws. 440 focuses more on the cycle and 242 requires you to focus more on the cards. There are raids where 440 performs better and vice versa, so you can choose either build that fits you more.
What cooldown gem level is required to exchange the Dealer's Flip for the Evoke? In my Arcana I have three 7 cooldown gems in Dealer's Flip, Scratch Dealer and Spiral Edge while all other cooldown gems are level 9.
you're doing exactly the opposite, you should put scratch dealer, cod, spiral edge and rain on lvl 9s. next should be dealer's flip and secret garden, foak cd last

no, with scratch dealer patch you can maintain 100% rc uptime now.
