vinny v he downloaded hazards save editor and he changed his player model (there's a way to get a long sleeve version of all the uniforms)

If you mean use a cop skin, trainers (which require a jailbroken console) are the only way I think. However, with the soon to be released Heists DLC you should be able to acquire a police uniform for your online character.
