Because on Quinn's info page, it says she only has time to dine out ONCE A WEEK, and she comes the first time on day five AKA thursday. Hope this helps! :D

This has nothing to do with this game, but in papa's Pancakeria to go!, there’s a sticker that says to give Hank a special but Is there a way to get the sticker without losing my stars with him? Or it just doesn’t count?

It probably doesn't, because in Scooperia for the sticker to give a person dining out the other persons fav ice cream, the friend likes it but not the person ordering, and it still counts as them liking it
