Lee Yong-soo Message to Incoming Japanese PM Fumio Kishida

Greetings to Mr. Fumio Kishida.
I am Lee Yong-soo, a survivor of Japan’s military sexual slavery during WWII.
I have heard the news that you will be the next Prime Minister of Japan.
Congratulations.
In 1993, the Japanese government firmly committed to “face squarely the historical facts” by “forever engraving [‘comfort women’] issues in our memories through the study and teaching of history.”
All successive governments in Japan have officially upheld the Kono Statement and I trust that your new government will do so as well.
But Japan has failed to fulfill the commitments set forth in the Kono Statement. Instead, it has evaded the historical facts.
Since the 1993 Kono Statement, I have seen 15 Japanese prime ministers come and go, but all successive governments have failed to resolve the 7 demands for which we have been pleading for the past 30 years.
These demands are: fact-finding, admission of war crimes, formal apology, state compensation, punishment of responsible individuals, history education, and memorials and museums.
That is why I proposed to the governments of South Korea and Japan to refer the ‘comfort women' issue to the International Court of Justice.
I again ask you to consider this proposal earnestly as Prime Minister.
I am a living witness of this history.
To fulfill its promise of eradicating sexual violence in armed conflict, the Japanese government must guarantee that it will never again repeat such violence by confronting the historical fact that it committed crimes against 'comfort women' victims.
I will not shut my eyes until the ‘comfort women’ issue is resolved.

저는 일본군 위안부 생존자 이용수입니다.
의원님이 일본의 다음 총리가 될 것이라는 소식을 들었습니다. 축하합니다.
1993년 일본 정부는 역사연구와 교육을 통해 위안부 문제를 오래도록 기억에 새기겠다는 결의를 표명했습니다.
일본의 모든 역대 정부는 이러한 고노 담화를 공식적으로 계승하였고 새 정부에서도 이를 계승할 것이라 믿습니다.
그러나 일본은 고노 담화에 담긴 약속들을 지키지 않았습니다. 오히려 역사의 사실을 회피하고 있습니다.
1993년 고노 담화 이후 15번 일본 총리가 바뀌는 것을 지켜봤지만, 일본의 모든 역대 정부는 우리가 지난 30년간 입이 닳도록 외쳐온 7가지 요구사항을 해결하지 못했습니다. 그 요구사항은 진상규명, 전쟁범죄 인정, 공식사죄, 법적 배상, 책임자 처벌, 역사교과서 기록, 추모비와 사료관 건립입니다.
그래서 저는 한일 양국 정부에 위안부 문제를 국제사법재판소(ICJ)에 회부하여 이 문제를 해결할 것을 제안했습니다. 총리로서 이 제안을 진지하게 검토할 것을 다시 부탁드립니다.
저는 이 역사의 산 증인입니다. 전시 성폭력을 없애려면, 일본정부가 위안부 피해자들에게 저지른 역사적 사실을 직시하고 다시는 이런 일이 없도록 보증해야 합니다.
저는 위안부 문제가 해결될 때까지 눈을 감지 않을 것입니다.
