No, they're not. The *only* thing that they have in common is their status as Reincarnators. While Kelvin can seem to be arrogant at times, he actually isn't, he simply has the skills and cunning to back his claims up, and he never views people as expendable pawns to be used and thrown away. Kelvin would never allow his companions and allies to die if he has any way to prevent it. Clive, on the other hand, has such an over-inflated ego that he'd give Narcissus a run for his money. And he doesn't give a rat's ass about the women he has under mind control (he doesn't even care if any of them end up dead, since in his eyes he can just use his Charm Eye to mind control new women to replace them). In D&D/Pathfinder terms, Kelvin's alignment would, at *worst* be Chaotic Good. Clive's on the other hand would be either Neutral Evil or Chaotic Evil.

And he's only sadistic to people who deserve it like Cashel & his two flunkies who murder newbie adventurers simply because it's worth more EXP. He brought a trio of murderers to justice while also personally teaching them a lesson. When Victor was dying, Kelvin offered him the chance to survive by forming a pact with him, and when Victor declined, he respected his decision. And Kelvin is by no means evil. When given the opportunity to summon a hero, he hesitates because of his doubts as to the morality of doing so, and in the end he chooses the most morally "okay" of the two options by summoning someone who had already died rather than yoinking people out of their original lives before they had lived that life to it's conclusion. Did he masquerade as a bandit for a bit? Yes. But he only did that to humble the Hero party and show them their weaknesses and shortcomings in a fight that would not end in their deaths even in the event that they lost. He did it so that the Heroes could better understand their weaknesses and ultimately grow stronger for the experience, thus improving their chances of not only winning their eventual fight with the Demon Lord, but also their chances for the four of them to all survive that fight. The way I see it, you trying to paint Kelvin as being evil and no different from Clive means one of two things: you are either a troll (in which case you're doing a poor job of it), or you don't know anything about Kelvin as a character.
Arrogance should never be a hero's trait. It only leads to disaster.
