I am really liking the look of the new units from this update. She's like a half-way between Candlelight and Angel, I guess. Really like your build here. If she'd been a unit on release I'd have her maxed and be using her a lot. Can't wait to pull her.

Bitterwort is not better or worse than Angel. The two characters have different styles of support. Angel's healing scales with her M.ATK, so she is more gear and buff dependent than Bitterwort, whose healing scales based on the target's HP. Angel can AoE heal and dispel more frequently in her skill kit, whereas Bitterwort's Bitterwort and Regen buffs enable your team to take more risk.
Given that both Angel and Bitterwort are 4*/Epic units, it's highly unlikely that one unit of that rarity will outright powercreep another. Both are healers, yes, but how they go about it, how they scale and your own usable gear will mean that each will have their own sector of value. Assess if you need her in your kit and build her accordingly! You can't go wrong with building an Epic character in this game :)
Bitterwort is a more well rounded unit. Energy support is very valuable, and her trait effect more than makes up for her lower healing output outside of when pushing end-game content where everything is a near oneshot and you wanna keep everyone topped-up constantly. Her main caveat is being mostly limited to cube and empress tarot for debuff management. Most of the time these are enough, but on debuff heavy stages/variations, angel will be better Overall, if you own Cocoa but dont have Innana or Samantha, i'd say she'll be the better pick when you need a back-up healer for general content. If you dont have Cocoa to supplement her lower healing output and improve her CDs uptime, then use Angel
Agree with most of your picks. Just not a fan of Cup+Cup. I find 10% healing to be very mediocre all things considered, while Wand+Cup can be very valuable for double Shrapnel/AoE Heal/NRG Skill. The only character i ever played it on was Angel, because of her low energy requirements all around and non-existant CDs
