meissnerd I’d say he’s the best in the entire series, second only to Majima.
HisNHers Lets Play I wouldn't really consider Majima a villain, except for maybe in the first game's main story. I look at Majima as more of an anti-hero. So as far as I'm concerned, Kuze is the best villain in the Yakuza/Ryu Ga Gotoku series.
