#13 was actually Peppy accidentally redirecting all scores set on Bancho to his account, which naturally caused his account to be auto-restricted due to the volume of scores he was setting. It was fixed in a day, but I think that all the scores that were set during that time period were wiped because they couldn't correlate it back to the original players.
