For the lure lip, I use a "FRP board" sold for RC cars. If FRP boards are difficult to buy, I have a "FR4 boards" are used for electronic substrate. Since the FR4 surface is covered with thin copper, so I can make a metal lip crank bait :)
In my case, I bought it at Amazon.com, fishing tackle store, and a hobby shop. I think they are probably sold as "FRP board" or "FR4 board". (note: There are several standards for FR boards. Other than FR4, the strength is weak, so it is not suitable for lure. Be sure to choose FR4 made of fiberglass and epoxy).

Balsa wood sheets are used for lure making, rc airplanes, scale model house, and wood craft, so I think you can buy that at art craft shops, DIY shops, and lumber shops. To make lures, balsa wood which has no knots and is a little soft is suitable.
I bought this clipper at an internet shop in Japan (Amazon.japan). but, these clipper are sold for soldering, so probably you can find them by searching for keywords such as "soldering clip" or "Helping Hands tool".

Oh,,, and, I use an airbrush sold for plastic model. It is no longer in production, but I think the price was maybe about $200 :)
