Turkey isn’t part of the EU. But regardless the answer to your question is no. The residence permit will only allow you to visit other Schengen counties for 90 days at a time.
Turkey, as of now, is not an E-U Member State. Regarding your overall inquiry, holding a residence permit in one E-U country gives you greater travel freedom within an E-U territory. Still, unlike an E-U citizen, you can only live in the country that issued you the permit.
