Not getting the point basically at a organization level we won't have access to create resources as we like...there should be standards untill unless its a sandbox which is also monitored. Also this restriction can be done from terraform also right, if I'm not wrong

May be they are deploying a new version in canary model .. so you see a different screen. But I have not seen that new screen so I am not sure about the change
When I am trying, I am unable to get the logs to cloudwatch. I did everything same. If I manually test lamda, I see the logs but when I am creating vol. event is not trigering lambda function. Please help.

You can create the AWS services mentioned in the video using terraform but you still need to write the python code in the lambda function.
