Spangdahlem used to have F-4G Wild Weasels with same SP tail code. In the late 1980s, they started using F-16C Block 30s carrying HARMs working in conjunction with F-4Gs in hunter-killer packs, while USAF developed HARM Targeting System for the Viper. Block 50/52 and later 40/42 Vipers got fully-integrated to detect and target for the HARM with HTS Pods on station 5L on the intake. These are called F-16CM CCIP Vipers now. You can distinguish between Block 40s and 50s by the HUD, since Block 40s have the LANTIRN WFOV HUD that looks much different than any other HUD.

Yes it is indeed mountable box for the brake-chute. The Dutch Air Force ordered also some of that boxes.
