Have you joined any costume Facebook groups for your country? I found an article on Button & Sew blog for fabric stores specifically in Berlin, but she may have other posts for online stores. I'd suggest finding groups that are more local because you can usually get information on deals from people closer to you then on another continent. I know there's some AMAZING Cosplayers from Germany who are very generous in sharing information, although I typically can't read their detailed replies because they're in German and Google Translate is not exactly readable.
