Actually the macrophages do take away the ink particles, that's why tattoos fade over time. They are too small to take the ink in one go so they take tiny sized pieces over time. Laser removal speed up this process by essentially cutting down the size of the ink particles in your skin.

Say that someone got a bunch of tattoos, then got a disease that compromised their immune system, like AIDS. Assuming they manage to survive with said disease, would the tattoo theoretically fade slower, because they would have way less white blood cells going about to fight invading bodies?

Nice vid. Tattoo fade because macrophage devour smaller particles of ink. Funny thing is when you want to remove tattoo you have to use laser that will shoot and break that bigger pieces of ink and macrophage can eat them and move them to liver where they will be destroyed.

They fade because they do manage to take some of the ink and also they brake it down little by little, so if you lived long enough, you will eventually see them disappear.
In laser tattoo removal, the laser breaks up the large ink particles and makes them smaller so that the body can dispose of them even faster.
