I imagine the pre-printed regular-sized maps are for people who don't have one or more of Pacific, Mediterranean and Terrain Packs. Also, since the OL map has mines, it works to have mine tokens. The more mines you have, the less chance of getting a 4, but also the victim won't be able to count to assume a 0.
the tile moving problem is easily solved by getting some cut-to-size plexiglass. I have 2, one for the regular board and one for the Breakthrough maps. no more moving tiles, and makes sliding units around a breeze.
I read the rules and the changes are retroactive for Winter and Urban cards; the main one being you can't play an Ambush-style battle card (e.g. Out of Fuel) on the turn your opponent plays a Combat card with the Command card. There's more changes to playing cards with Overlord, such as all 6 field generals draw a card after Their Finest Hour shuffles the decks.

I was very pleased with this expansion as well! Seems like we got a lot of bang for our buck!
