Black Flag is an anti-authoritarian and anti-police band(srsly, Police Story...), and the Castaways is just another rock and roll band that made a couple singles and they don't say a lot. In a way, they just stay silent and inoffensive compared to how forward Black Flag is, which makes it a neat contrast. So when he gets arrested, it feels like a transition from the chaotic and loud to the mellow and safe.
