Even in LA and NYC where swat officers are full time they still handle high risk warranty and high risk investigations. They are to well trained and expensive to only have to do tac calls and swat interventions.
LAPD SWAT does do investigating at times as well, even with the detectives bureau. Every department has their own way of running things, I think LAPD do this method because there's over 3 million people in LA alone with crimes coming left and right. Having the extra hands helps and even patrol officers do investigating such as during MVAs, domestic violence calls etc.
Their investigation is minimal enough to give them a reason to suit up. SWAT are just the assholes that wanna be killers but legally sanctioned killers. No S.W.A.T. is NOT an investigative service. They stand for Special. Weapons. And. Tactics. So no they literally respond to shootouts and hostage situations. What asshat has been telling you they're an investigative branch they are not.
