Isn't refraction simply reflection en masse? The light waves are captures by the medium, and re-released a fraction of time later, causing the perceived "slowdown" of light, but the slowdown is really caused by all of these tiny reflections in the medium.
Think of two flashlights shining beams at each other. The light just passes through without pushing the other light away. Similarly, lasers don't push or deflect each other when they cross paths.
