The guidance councilor saw signs of abuse, and talked to the abusers (which is generally a bad idea if the abused child still lives them and they have power over them) who gave a clearly dumb response. They didn’t saw the abuse never happened; they said that the abuse was justified. And the councilor left it at that. She’s a mandatory reporter. Leaving it at that is literally a crime.
