This is just a method used by scientists. They take +ve charge as test charge and place it near another +ve charge aka source charge, they would repel each other...so field lines are drawn in outward direction......but if we take the same +ve test charge and place it near a -ve source charge, they would attract and field lines would be in inward direction...that's why field lines move from +ve to -ve...hope u understand now...
The reason for that is because where the test charge that is always positive will be taken near a another charge that is also positive. There will a force between them that is call the force of repusion thus that is the reason for the lines to form in an out ward direction
