For that, co-pilot cannot help you as per my knowledge. Co-pilot can perform only those actions of Excel, which you would otherwise perform manually. It can interpret logic in the English language. Finding GST status, is in completely external action for Excel. It involves going to GST website, entering GST Number, then enter captcha, then find GST status. For this you can use many GST software which already do this in thing in few click
It's not about offline/online. Let me guide you. MS Office comes in 2 flavour, Subscription based (Office 365 version) and Perpetual (2021, 2019, 2016, 2013, etc version). Co-pilot is supported only for Subscription based version. So, technically if you have purchased MS Office 2021, then you cannot add co-pilot to it. You will be required to upgrade further to Office 365 version, which is updated every month & it needs to be renewed every year.
