that poro gets overwhelm, tough and regen from its empowered keyword. when a unit falls below its empowered attack threshold (for example from a freeze), it loses those effects again. so the unit was frozen until round end, so it lost regen until after round end, so regen couldn't activate

He only gets regen if he has more than 3 attack. Freeze turns it to 0 attack
