Pakistan earlier had used heavy artillery, helicopter gunships, fighter aircrafts against it's own population in Baloochistan, Khyber paktunkhwa, erstwhile FATA etc. No other country does that against it's own population. Therefore it's not surprising that Pakistan is waging war on Afghan civilians...
Pak army is designed only to manipulate every election not to fight conventional war and never won any battle and Taliban will simply walk over to Islamabad
Lots of governments have done this to their own citizens. For example, Russia did this in Chechnya to horrifying degree during both their recent wars in Chechnya. Both sides in Sudan's civil war are doing this at this exact same moment. I could go on and on, but I think you get my point.

Pakistan is ruled by a government the people do not like but defend against foreign criticism. They are schizophrenic because of Islamic brainwashing.
