Wouldn't surprise me if it's fewer than 1 in a million bonuses which get to the x50....the way games like this typically work is that each stage of the bonus, there are fewer of the scatter symbols (the fisherman in this case) on the reelset so it's progressively less likely to get the required hits to go forward.
